6.B. - Page 2 of 77 <br />conveyed to the City intrust with certain reserved rights held by the State of California, which necessitated <br />a land exchange with the State Lands Commission that was completed on February 27, 2019. The DDA <br />also included an Affordable Housing Regulatory Agreement as an exhibit, which must be entered into prior <br />to final parcel map approval under the conditions of approval. The Council action approving the DDA <br />already includes authorization for the City Manager to take all actions necessary to carry out the DDA, <br />which would include the authority to execute that agreement. <br />The development consists of a seven -story building with 117 units for seniors at the very low income <br />affordability level, a ground -floor child care facility of approximately 8,000 square feet located at 707 <br />Bradford Street and an approximately 360 feet long publicly -accessible creekside trail along Redwood <br />Creek. On December 5, 2017, the Planning Commission approved the application for Downtown Planned <br />Community Permit (DPC2017-03) and Vesting Tentative Parcel Map (TM2017-03). <br />ANALYSIS <br />The developer's engineer completed the parcel map, improvement plans, and specifications compliant <br />with the Subdivision Map Act, Redwood City Ordinances, City Standards, and to the satisfaction of the City <br />Engineer. The parcel map merges three existing parcels into one. Improvements include new water <br />services, a new fire hydrant, new sanitary sewer lateral, new storm drainage improvements, new <br />Creekside trail, sidewalk modifications, trees, and pedestrian lighting per Downtown Precise Plan <br />standards. <br />The developer, MiclPen Housing, will post bonds in the amount of $1,102,826.00 as required by the <br />Improvement Agreement. All work associated with this project is being paid for by the developer. The <br />developer anticipates completion of all improvements spring of 2021. <br />FISCAL IMPACT <br />There is no fiscal impact to the City as a result of this action. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. On December 5, 2017, the Planning Commission <br />determined that the project was exempt from CEQA pursuant to CEQA Guidelines Section 15332 (Infill <br />Development Projects). <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />Council may choose not to approve the parcel map and associated agreements for the project. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />17 <br />
