6.H. - Page 1 of 17 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: March 25, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Amendment No. 1 to professional services agreement with California Land Management (CLM) for park <br />ranger services <br />RECOMMENDATION <br />By motion, approve Amendment No. 1 to the agreement with California Land Management to pay a not - <br />to -exceed amount of $58,000 per year, for a total of $116,000 for a two-year extension for park ranger <br />services. <br />STRATEGIC INITIATIVE <br />Public Safety <br />BACKGROUND <br />Stulsaft Park is a 42 acre multi -use park that hosts many amenities, including a creek and trails, a large <br />playground, a play field, picnic areas, restrooms, and an off -leash dog trail on the south end of the park. <br />The park has a number of secluded areas and staff has had to address ongoing complaints about people <br />smoking and drinking alcohol in the park, trash, and vandalism, as well as complaints regarding dog - <br />walkers bringing in more dogs than allowed by City ordinance (no more than 3 dogs per person). <br />The volume of people and dogs coming to the park has also increased significantly since the off -leash dog <br />trail was established in 2011. The off -leash trail is a cherished amenity for dog owners and trail use has <br />increased due both to increased City population, and dog owners' social media posts promoting this <br />special amenity. In response to the increased volume of visitors, neighbor concerns about the violations <br />occurring outside and inside of the park (including dogs running off -leash into neighbor's yards and dog <br />walkers bringing in too many dogs), and continued smoking and drinking occurring in the park, the Parks, <br />Recreation and Community services (PRCS) Department hired part-time "Park Ambassadors" to welcome <br />people to the park, direct people with dogs to the right location, and to contact the Police Department <br />when any issues arose. It has been a summer program, staffed by college age students.
