6.H. - Page 2 of 17 <br />Ambassador" Program was a good start, but staff have found that having consistent staffing the right <br />temperament to work with park visitors and dog owners is strongly needed. <br />ANALYSIS <br />The cities of Cupertino, Milpitas, Mountain View, Palo Alto, and currently engage California Land Management <br />(CLM) to provide park ranger services. Park rangers address a variety of issues including enforcing park rules, <br />welcoming contact and education, enforcing dog on -leash areas, and aggressive squirrel problems. <br />This past year, the City engaged California Land Management (CLM) to provide contract park ranger services on <br />a trial basis at Stulsaft Park. The response from neighbors and park users has been very positive, and staff has <br />experienced a reduction in overall complaints. CLM currently provides a park ranger four days a week at Stulsaft <br />Park, including high volume visits on Saturdays and Sundays. The park ranger hands out park rules, maps of the <br />off -leash trail, educates park visitors of any violations, records incident reports, and contacts the Police <br />Department if any issues escalate to the point the park ranger is unable to handle a situation. Staff is assessing <br />whether other high -impact parks might benefit from similar services. <br />Staff is pleased with the service that CLM is providing and is recommending extending the agreement that <br />provides park ranger services at Stulsaft Park. <br />FISCAL IMPACT <br />The FY 2018-19 budget has sufficient funds to pay for the contracted services during the current fiscal <br />year, and staff will recommend additional funds with the proposed FY 2019-20 budget. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose to not approve the amendment. <br />ATTACHMENTS <br />Attachment A: Amendment No. 1 to Extend and Amend Agreement for Services <br />Attachment B: Original Agreement with California Land Management <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />178 <br />
