6.J. - Page 1 of 7 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: March 25, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Amendment No. 2 to the Professional Services Agreement with Liebert Cassidy Whitmore for labor <br />relations services <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 2 to the Professional <br />Services Agreement with Liebert Cassidy Whitmore to increase the not -to -exceed value of the contract by <br />$100,000, for an aggregate amount of $270,000, and to extend the contract term to December 31, 2019. <br />Adopt a resolution approving an amendment to the Fiscal Year 2018-19 budget to increase the <br />Professional Services budget for the Human Resources division of the Administrative Services Department <br />by $100,000 to cover the cost of the above contract amendment. <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />On February 12, 2018, the City Council approved an agreement for labor relations services with Liebert <br />Cassidy Whitmore (LCW) to serve as the City's chief labor relations advisor and spokesperson for <br />negotiations of successor memoranda of understanding with six recognized employee bargaining groups. <br />On December 17, 2018, the City Council approved Amendment No. 1 to the agreement, which increased <br />the not -to -exceed value of the contract to $170,000. <br />LCW has successfully concluded negotiations with the six employee bargaining groups. On November 5, <br />2018, the City Council approved Tentative Agreements with the Redwood City Management Employees <br />Association (RCMEA), Police Supervisors Association (PSA), Chief Officers' Association (COA), and the <br />Police Officers Association (POA). On March 25, 2019, the City Council is being asked to approve Tentative <br />Agreements with the remaining two bargaining groups, Service Employees International Union Local 521 <br />(SEIU), and the International Association of Fire Fighters Local 2400 (IAFF). <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />237 <br />
