6.J. - Page 2 of 7 ANALYSIS The contract provides that the City Manager may extend the agreement for additional time periods in an amount not -to -exceed $10,000 per month. Staff recommends extending the time period of the agreement beyond its 16 month term and increasing the aggregate cost of the agreement beyond $170,000. The City has remaining costs to pay of approximately $30,000 for work performed during negotiations with the six employee bargaining groups. In addition, the City and safety bargaining groups agreed to hold Industrial Disability Retirement (IDR) Committee meetings subsequent to the conclusion of negotiations with the Police Officers Association (POA), the International Association of Firefighters (IAFF) Local 2400, and the Police Supervisors Association (PSA). The Committees will discuss the City's IDR costs and benefits, and identify alternative options for reducing the rate of IDRs granted to safety employees. Staff desires to amend LCW's contract services to include coordination of the IDR committees, and, due to the complexity of these committee meetings, the number of meetings required, and proposals to be evaluated, this additional service requires a seven month extension of the term of the contract and $70,000increase in the aggregate cost of the agreement. Amendment No. 2 is necessary to pay remaining costs for work already performed, and to retain LCW to facilitate IDR Committee meetings and any additional bargaining sessions that may be required before implementing any changes to the IDR benefit. FISCAL IMPACT The additional cost of $100,000 will be included in the current year budget pending City Council approval of attached resolution. The aggregate contract amount is $270,000. ENVIRONMENTAL REVIEW This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably foreseeable indirect physical change in the environment. PUBLIC NOTICE Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 hours prior to the meeting. ALTERNATIVES The City Council could decide not to approve Amendment No. 2 to the Professional Services Agreement with Liebert Cassidy Whitmore, which would result in the City being unable to pay invoices for completed work and would require IDR committee meetings to go forward without support from Liebert Cassidy Whitmore.
