K. - Page 3 of 190 <br />specific cost of living increase occurring in 2021 is unknown at this time, the City Council will approve <br />resolutions in FY 2020-21. <br />Pension Cost Share <br />IAFF agreed to a continuation of 16 percent pension cost share for classic employees (those hired <br />before January 1, 2013) with no sunset. <br />SEIU agreed to an ongoing 12 to 13 percent cost share for classic employees with no sunset. <br />IAFF and SEIU employees subject to the Public Employees' Pension Reform Act (PEPRA) will also continue <br />their current cost share contributions of 7.75 to 16 percent. <br />Retiree Health Care <br />Second Tier Retiree Health: IAFF and SEIU, along with all other bargaining units, agreed to create a <br />second tier for retiree health care that will apply prospectively to employees hired on or after <br />January 1, 2019, and February 1, 2019, respectively. The benefits associated with this second tier <br />are 90 percent of single party coverage capped at the equivalent of the Bay Area Kaiser single party <br />rate, as opposed to the current 100 percent single party coverage capped at the Bay Area Kaiser <br />family rate. This structural reform to the City's retiree health program will reduce the City's <br />unfunded liability by approximately $262,000 during the term of the current MOU agreements, <br />with an estimated annual reduction in unfunded liability of $600,000 over the next thirty years as <br />new employees are hired under the second tier of benefits. <br />Retiree Health Care for IDR: During the term of the MOU, the City and IAFF agreed to meet to <br />discuss potential changes to the Industrial Disability Retirement (IDR) retiree health benefit in order <br />to ensure the sustainability of the benefit. <br />Boat Pay / Education Incentive <br />The City and IAFF agreed to increase Fire Boat Pilot Premium Pay from two and one-half (2.5%) <br />percent of base salary to five (5%) percent of base salary for those who meet minimum <br />qualifications and are designated as Fire Boat Pilots. The City and IAFF also agreed to establish a <br />Fire Boat Pilot Trainee differential of two and one-half (2.5) percent for Fire Boat Pilot Trainees <br />designated by the Fire Chief, and a Marine Unit Lead differential of five (5) percent for one Fire <br />Captain who meets minimum qualifications and is designated by the Fire Chief. <br />In addition, the City and IAFF agreed to revise requirements for education incentive pay so that it <br />is based solely on educational requirements. The City and IAFF also agreed to suspend any new <br />educational incentive pay for qualified individuals while an educational incentive committee meets <br />to discuss and agree on potential education incentive benefit changes. <br />Outside Schooling Hours <br />The City and IAFF agreed to increase maximum payable hours off from 36 to 48 hours per year. <br />Uniform Allowance <br />The City and IAFF agreed to increase the uniform allowance from $740 to $800 per year effective <br />July 1, 2019. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />246 <br />
