6.K. - Page 4 of 190 <br />Dental Benefits <br />The City agreed to study potential citywide changes to dental benefits during the term of the <br />current IAFF MOU, and to discuss potential changes with all affected labor groups. Any changes will <br />be applied in the 2021 and 2022 successor MOUS. <br />Compensatory Time Off <br />The City and IAFF agreed to a reopener on Article 7.5.2, Compensatory Time Off, beginning in <br />May 2020, to review compensatory time accrual and usage data, and discuss possible changes <br />to the benefit. The City and IAFF also agreed that employees shall not earn Compensatory <br />Time Off for work performed that is reimbursable by the State or Federal government, <br />including backfilling for employees on strike teams. The City and SEIU agreed to suspend prior - <br />year elections of compensatory time off accruals while the City requests an IRS determination <br />regarding constructive receipt. <br />Administrative Holidays <br />The City and SEIU agreed to add three (3) additional administrative holidays for members of <br />SEIU. <br />FISCAL IMPACT <br />The proposed salary changes for years one and two are within the parameters established by the <br />City Council and are within the current adopted budget and future budgetary projections. Other <br />recommended benefit changes throughout the term of the agreement represent a maximum <br />estimated fiscal impact of approximately $196,400 for IAFF through the two and one-half year term <br />of the agreement, and $387,500 for SEIU during the three-year term of agreement, for a total <br />maximum estimated fiscal impact of approximately $583,900. For the current fiscal year, other <br />recommended benefit changes will be absorbed through salary savings associated with vacancies <br />and other expenditure savings. For subsequent years, projected costs of other recommended <br />benefits will be built into future budget recommendations and the long-range forecast. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council can direct staff to continue negotiations with IAFF and/or SEIU under different <br />parameters. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />247 <br />
