Powers & Associates, Inc. for the preparation <br />of an Environmental Impact Report in accordance with the California Environmental Quality Act (CEQA) <br />Guidelines for the Veterans Memorial Senior Center/YMCA Joint Project <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 2 to the Professional <br />Services Agreement with David J. Powers & Associates, Inc. in an amount not to exceed $81,655, for the <br />preparation of an Environmental Impact Report in accordance with the California Environmental Quality <br />Act (CEQA) Guidelines for the Veterans Memorial Senior Center/YMCA Joint Project for a total not -to - <br />exceed amount of $206,457. <br />STRATEGIC INITIATIVE <br />Community for All Ages <br />BACKGROUND <br />On October 17, 2016, the City Council authorized the contract with David J. Powers & Associates for the <br />preparation of an Environmental Impact Report (EIR) for the Veterans Memorial Senior Center/YMCA <br />Joint Project ("Project"). <br />On May 8, 2017, the City Council approved the first contract amendment to the Professional Services <br />Agreement with David J. Powers &Associates, Inc. in the amount of $30,590, for a total contract of <br />$124,802, for additional traffic data collection and a parking analysis to be added to the EIR scope of work. <br />During the first half of 2018, the City held six public workshops and numerous stakeholder meetings <br />that led to City Council approval of the Schematic Design of the Project on May21, 2018. Through the <br />public outreach process, community members requested that the City initiate a parallel effort to engage <br />the neighborhood about their traffic -related concerns. <br />On September 10, 2018, the City Council received an update regarding the neighborhood feedback from <br />the five community traffic calming workshops and intersection/street demonstration.
