6.A. - Page 2 of 9 <br />directed staff to design pilot traffic calming improvements for the priority intersections identified through <br />the community workshops, and to study these measures during the CEQA analysis for the Phase I plans for <br />the Veterans Memorial Building/Senior Center -YMCA Project. <br />The additional community outreach undertaken and project review has expanded the original scope of <br />work to prepare the EIR in accordance with CEQA guidelines for the Veterans Memorial Senior <br />Center/YMCA Joint Project. With regards to traffic and parking concerns, the additional scope of work <br />includes inclusion of the four proposed traffic calming measures, the traffic impact of five additional <br />intersections, the addition of Vehicle Miles Traveled (VMT) Analysis and updating the parking demand <br />analysis report. In addition, the original scope of work assumed the EIR would rely on the City's Climate <br />Action Plan for analysis of the Project's greenhouse gas emission (GHG) impact. However, it is expected <br />that the Project would not be operation prior to the end of the year 2020, and the City's current Climate <br />Action Plan only analyzed GHG impacts to the end of year 2020. Though the Climate Action Plan is now in <br />the process of being updated, completing a quantitative analysis of the Project's emissions in the context <br />of the State's 2030 GHG emission target will avoid delaying the completion of the EIR. <br />ANALYSIS <br />Residents living near the Project site at the Red Morton Park campus may be impacted by traffic and <br />parking issues. Given the site's setting, and the changes to the Project scope arising from additional <br />community outreach, staff believes that the additional traffic and parking analysis as well as the GHG <br />emissions analysis is warranted. <br />FISCAL IMPACT <br />Based on the Schematic Design, the Phase I Project cost is estimated at $59.4 million. At this time, the <br />City has appropriated a total of $15.0 million for this Project, with $14.0 million comingfrom Parks <br />Impact Fees (development fees) and $1.0 million from Stanford University's development <br />agreement with the City. The City is currently researching the use of debt financing (lease revenue bonds) <br />to cover the estimated shortfall of $44.4 million. <br />The contract amendment, totaling $81,655, will bring the total Environmental Review cost to $206,457. <br />This cost will be included in the overall Project costs. The City will pay the costs incurred in connection <br />with the environmental review requirements associated with the development of the Project pursuant to <br />CEQA. As this is a joint project, YMCA -SV will reimburse the City for fifty percent (50%) of all CEQA costs <br />once there is a determination for a project. <br />ENVIRONMENTAL REVIEW <br />The requested action is not a project under California Environmental Quality Act (CEQA) guidelines, <br />Section 15378, because the agreement itself has no potential for resulting in either a direct or foreseeable <br />physical change in the environment.
