The Project will help to <br />achieve this goal by participating in the County Transportation <br />Management Program, as provided by the conditions of the Planned <br />Development Permit. <br /> <br />The City's Non-Motorized Transportation Objective is to "make walking <br />and biking a realistic and more widespread transportation alternative in <br />Redwood City by establishing a series of policies to create an urban <br />environment that will make walking and bicycling safe, efficient and <br />convenient." The Project will help to meet this objective because the <br />design of the Project will encourage pedestrian use and diminish the need <br />for automobile trips by establishing common area walkways. These <br />walkways link the larger open spaces to each other, as well as linking the <br />campus to surrounding amenities. Walkways extend the existing Redwood <br />Shores pathway systems to all major crosswalks, to all new buildings, to <br />buildings outside the site boundaries, to the proposed shopping center, to <br />the Pacific Athletic Club, to public paths that lead to Redwood Shores <br />Lagoon, and to the Hotel Sofitel. <br /> <br /> <br />One of the "Strategies" contained in the Housing Element is to "[p ]romote <br />the continued expansion of the retail, commercial, and industrial sector of <br />the community to provide jobs and services to new residents who wish to <br />remain or locate in Redwood City." The Project is consistent with this <br />strategy because it will expand professional employment in the City. <br /> <br />(15) <br /> <br />One of the City's Open Space Objectives is to "[a]chieve and maintain a <br />harmonious relationship between the natural environment and man's use of <br />the land." The Project is consistent with this goal. Development of the <br />Project will not impair the natural environment. The soils of the Project <br />site consist of imported fill material. Native biotic habitats are absent from <br />the site. Almost all plant species found on the site were non-native <br />annuals, which is typical of disturbed environments. The site is of low <br />value to wildlife. The Project's landscape plan will ensure that shared <br />public pedestrian walkways, recreational uses and public open spaces are <br />provided. <br /> <br />(16) <br /> <br />The City's Open Space Objective 3, and Open Space Policies 0-6 and 0- <br />7, call for the creation of a network of trails and pathway, the linking <br /> <br />4 <br />
