6.A. - Page 5 of 22
In January 2020 and February 2020, OpenGov's Budgeting and Planning, and Citizen Engagement and
Organizational Performance software will go live, respectively. These platforms include an online portal
of transparent budget information, performance metrics, and trends.
This strategic partnership with OpenGov is directly aligned with the City's goal of improving the City's
financial position, and increasing transparency and operating efficiencies citywide.
FISCAL IMPACT
The three-year cost of the OpenGov modules is $330,000, currently included in the adopted Capital
Improvement Program (CIP) Fund budget. The cost includes implementation services in the amount of
$45,000, three years of licensing, maintenance, and support in the amount of $85,000 per year, and
$30,000 of contingency funding in the event additional services are necessary.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
The City Council could request staff continue with the current in-house developed solution or to conduct
a new selection process for budgeting and planning, organizational performance, and citizen engagement
tools.
ATTACHMENTS
Attachment A: Agreement with OpenGov
REPORT PREPARED BY:
Tony Gelphman, Information Technology Manager
tgelphman@redwoodcity.org
(650) 780-7090
APPROVED BY:
Kimbra McCarthy, Assistant City Manager and Administrative Services Director
Melissa Stevenson Diaz, City Manager
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
12
