6.B. - Page 1 of 17 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: April 8, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Professional Services Agreement with Lisa Wise Consulting, Inc. for the preparation of Residential Design <br />Guidelines <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an agreement for land use planning <br />consulting services with Lisa Wise Consulting, Inc. in the amount of $132,860 for the preparation <br />of Residential Design Guidelines, and authorize the City Manager to execute an amendment to the <br />agreement for additional services as needed in the amount of $13,286, for a total amount of $146,146. <br />STRATEGIC INITIATIVE <br />Housing <br />BACKGROUND <br />In Redwood City, hundreds of property owners improve their homes every year. Most of these <br />improvements are relatively minor, and include kitchen remodels, new roofs, window replacements and <br />other interior renovations. In addition, each year, there are also dozens of major additions to single-family <br />homes, as well as complete tear down and rebuilds of homes on existing single-family lots. <br />Generally, during a good economy, the City issues more permits (both small and large), than during down <br />economic years. Given that we are going into our eighth year of a growing economy, the City has received <br />continued requests for large additions or tear downs and rebuilds throughout the City. These larger <br />projects usually generate more neighborhood concerns than smaller projects. Concerns generally focus <br />on compatibility issues, such as the size and architectural style of the home compared to neighboring <br />homes. <br />Based on recent community input, Planning Commission concerns, and City Council comments at July <br />2018 and November 2018 Study Sessions, staff has been working on policies related to neighborhood <br />compatibility and the design review process for second -story additions and two-story single-family homes. <br />The three-phase strategy to address these concerns is outlined below: <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />30 <br />
