6.B. - Page 2 of 17 <br />1. Immediate Term: Guiding Principles on the Neighborhood Character Finding <br />Status: Council adopted the Guiding Principles on December 3, 2018 <br />2. Short Term: Floor Area Ratio (FAR) Threshold Interim Ordinance requiring Planning Commission <br />review and action if a home size exceeds an established size threshold. <br />Status: Staff is drafting an interim ordinance for Planning Commission and Council consideration <br />late spring/early summer. The timeline to bring this item to the City Council was extended in order <br />to also address community concerns about second story accessory dwelling units. <br />3. Long Term: Residential Design Guidelines and Additional Zoning Regulations for second -story <br />additions and new two-story single family homes <br />Status: The City has issued a request for proposals (RFP) and recommends engaging Lisa Wise <br />Consulting, Inc. to assist staff in the community outreach and preparation of residential design <br />guidelines. Authorization of this professional services agreement will kick-start the process of <br />developing the guidelines. <br />ANALYSIS <br />Staff issued Requests for Proposals (RFP) in late January to eight consulting firms and received two <br />proposals in late February: Lisa Wise Consulting Inc. and Arnold Mammarella Architecture & Consulting. <br />These were evaluated based on the schedule, assembled team, presentation and approach, and related <br />experience. The criteria for selection included: <br />1. Recent experience in developing residential design guidelines and objective standards for cities <br />with a variety of architectural styles and home sizes. <br />2. Ability to create concise, clear, and simple design guidelines and objective standards that <br />homeowners, architects, and planners can easily use. <br />3. Knowledge of local design issues and trends in home design. <br />4. Substantial experience in planning and conducting comprehensive public outreach. <br />Lisa Wise Consulting, Inc. was selected as staff's preferred consultant for this project. The consultant <br />team's experience in this area and with community engagement makes them highly qualified to develop <br />the residential design guidelines. The proposed agreement is for an amount totaling $132,860. Staff is <br />requesting Council authorization for the City Manager to execute an amendment to the proposed <br />agreement for an additional 10% in funding in exchange for additional work should it be needed, for a <br />total amount of $146,146. <br />The community outreach process and overall planning for the residential design guidelines is expected to <br />take approximately 12 months. <br />FISCAL IMPACT <br />Funding for this project has been identified and a budget appropriation request shall be included during <br />the yearend budget amendments for City Council consideration. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />31 <br />
