6.D. - Page 1 of 27 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: April 8, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Professional Services Agreement with Alta Planning + Design, Inc. for the Jefferson Avenue Improvement <br />Project to Enhance Pedestrian Crossing Safety <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an agreement in the amount of $107,725 <br />with Alta Planning + Design, Inc. for community outreach, planning, design, and construction engineering <br />support for the Jefferson Avenue/Cleveland Street Intersection Improvement Project to enhance <br />pedestrian crossing safety and further authorize the City Manager to execute an amendment in an amount <br />not to exceed $25,000 for development of Plan, Specifications and Estimates (PS&E) for modifications at <br />the Jefferson Avenue/Clinton Street intersection, if deemed necessary and reasonable by the City <br />Manager. <br />STRATEGIC INITIATIVE <br />Transportation <br />BACKGROUND <br />Jefferson Avenue is a four -lane roadway with high vehicle speeds (30 mph posted speed limit) and high <br />vehicle and pedestrian volumes (12,000-18,000 vehicles per day). <br />Roughly 15,000 vehicles per day pass through the Jefferson Avenue/Cleveland Street intersection. <br />Motorists often fail to yield to pedestrians at this intersection, even with the presence of a crossing guard <br />during school commute time. The City identified intersection improvements at Jefferson Avenue and <br />Cleveland Street as a priority Safe Routes to School project. The project will increase safe access to schools <br />which serve over 3,400 students: McKinley Institute of Technology, North Star Academy, Our Lady of <br />Mount Carmel School, and Sequoia High School.
