6.D. - Page 2 of 27 <br />In 2017, the City submitted an application for the San Mateo County Measure A Pedestrian and Bicycle <br />Program funds and received $375,000 for the Jefferson/Cleveland Intersection Improvement Project, <br />which would consist of pedestrian crossing enhancements, installation of a traffic control device such as <br />pedestrian hybrid beacon, and intersection geometry changes to reduce the turning and passing vehicle <br />speeds. <br />In 2009, the City installed a pedestrian flashing beacon at the intersection of Jefferson Avenue and Clinton <br />Street, approximately 500 -feet to the east of the Jefferson/Cleveland intersection. However, collision <br />reports from January 2014 to December 2018 show a total of 17 collisions at Jefferson/Clinton <br />intersection, of which five were vehicle/pedestrian collisions and one was a vehicle/bicycle collision. As <br />part of this contract, the City also plans to conduct a yield study at the Jefferson/Clinton intersection to <br />evaluate driver and pedestrian behavior and the effectiveness of the existing pedestrian beacon. If the <br />outcome of the yield study indicates that the current traffic control device should be replaced with a <br />different device, the City will incorporate those changes into the project. <br />ANALYSIS <br />In January 2019, the City published a request for proposals (RFP) for the project. The City received one <br />proposal from Alta Planning + Design, Inc. Staff used five criteria to evaluate the proposal, including, <br />responsiveness to the RFP, project management plan, firm's experience in similar projects, qualifications <br />of the project team, and project understanding and innovative approach. <br />Based on the evaluation of the proposal, staff recommends Alta Planning + Design, Inc. as a qualified firm <br />to complete the planning, design, and construction engineering support for the project. The scope of work <br />includes field and exiting conditions review, traffic counts and traffic operation analysis, development of <br />improvement alternatives, community outreach, topographic survey, preparation of 65%, 90%, and 100% <br />plans and specifications, and construction engineering support. Community outreach includes an in- <br />person workshop and presentation to the Complete Streets Advisory Committee to solicit feedback on <br />community's preferred improvement alternative. Outreach events will be advertised through <br />Neighborhood Associations, Redwood City 2020, parent -teacher associations, and social media. <br />Attachment 1, Exhibit A of the professional services agreement shows the scope of work in detail.
