6.A. - Page 1 of 22 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: April 8, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Update on ERP Vendor Selection Process and Agreement with OpenGov to Enhance Public Access to City <br />Financial Information and Provide Budgeting and Planning, Organizational Performance, and Citizen <br />Engagement Tools <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a three-year agreement with OpenGov <br />Inc. for Budgeting and Planning, Organizational Performance, and Citizen Engagement, for a total contract <br />amount of $300,000, and authorize the City Manager to amend the agreement for an additional amount <br />of $30,000 in the event additional services are necessary, for a total contract amount of $330,000. <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />In the mid -1980's, the Information Technology (IT) division began development of the City's current <br />Enterprise Resource Planning (ERP) system in Rocket Software's Universe Database Management System. <br />The Universe ERP included primary functions such as Budgeting and Reporting, Business License Tax, <br />Finance, Grant and Project Tracking, Human Resources/Payroll, , Utility Billing, and. <br />The current character -based Universe ERP system is more than thirty years old and has increasingly <br />become an impediment to the City's financial and human resource operations. Additionally, developers <br />with the technical skill set and institutional knowledge of the Universe system are difficult to find, <br />rendering the current system unsustainable in the future. <br />In FY 2015-16, the City hired NexLevel Information Technology Inc.
