At that time, staff began to plan the replacement of the <br />Universe system with a new ERP that would transform how the City does business. <br />The City's primary objectives with the ERP replacement include: <br />• Consolidate information, processes, and functions citywide, and eliminate separate departmental <br />systems and spreadsheets into a single "source of truth" through a common database <br />• Eliminate the need for redundant data entry <br />• Eliminate the need for manual input when preparing the annual budget and financial statements <br />• Provide innovative, user friendly, and intuitive interfaces to promote system use and productivity <br />• Provide embedded processes designed to tie functions together seamlessly <br />• Streamline business processes to take advantage of best practices through automation, <br />integration, and workflows <br />• Provide interface capabilities with third -party systems <br />• Improve reporting functionality and access to data through inquiry or drill down capabilities, <br />including user-friendly self-service ad-hoc reporting tools <br />I_1►I_1N161V <br />ERP Procurement Process <br />In January 2017, the City issued a Request for Proposal (RFP) for a consultant to provide project <br />management and implementation services to assist with procurement of a new ERP. The City received <br />seven responses from the following vendors: ClientFirst; Domain Experts; Plante Morgan; Schafer <br />Consulting; SDI Presence (SDI) (formerly NexLevel); Soft Resources; and TechTu. Staff interviewed three <br />firms and selected SDI based on their extensive experience working with municipal agencies on procuring <br />and implementing ERP systems, in addition to receiving positive feedback from references (including <br />Silicon Valley Clean Water Authority). SDI also successfully developed the City's Information Technology <br />Strategic Plan in 2015 and was the firm with the lowest hourly rate. On June 27, 2017, the City Council <br />approved an agreement with SDI for project management services for implementation of a new ERP, at a <br />cost of $200,255. <br />Shortly thereafter, an ERP Steering Committee was formed, consisting of key stakeholders and functional <br />experts in finance, information technology, and human resources, as well as a Project Manager from SDI, <br />to guide the process and requirements of the ERP replacement plan. The Steering Committee's abiding <br />mission is to deliver a successful implementation of a full ERP system. <br />To accomplish this mission, the Steering Committee has produced a thorough replacement plan, which <br />includes: <br />• Defining the needs of every City department <br />• Determining the best replacement solution of each of the City's required systems <br />• Making key decisions in the best interest of the City <br />• Communicating the progress to all City staff through the ERP blog as well as periodic updates to <br />the Executive Team <br />• Guiding change management efforts <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />9 <br />
