Park and Recreation Commission Page 2 <br />Minutes of June 28, 2006 <br />Commission’s review. It was suggested that a Park and Recreation Element <br />be developed which would be separate from the Open Space and <br />Conservation Elements. Chairperson Slusser suggested the Commission <br />move to the remaining items on the agenda and then come back to this <br />discussion. <br /> <br />ITEM 3 – UPDATE ON PARK DEVELOPMENT ORDINANCE <br /> <br />Superintendent Hover reviewed the status of the Park Development <br />Ordinance and reported that our consultant attorney has suggested two <br />ordinances: a Quimby Act Ordinance and an AB 1600 Mitigation Fee <br />Ordinance. A draft of the two ordinances is expected this week. <br />Superintendent Hover reported that the Nexus Study was updated and <br />modified and a copy was provided to the Commissioners. The issues of <br />exemption, discounts and developer credits are still being discussed. <br /> <br />ITEM 4 – SUB-COMMTITTEE REPORTS <br /> <br />TH <br />-4 of July Parade <br />The Commissioners will meet at 1:00pm on Friday, June 30 to help put <br />together the float and will meet at the float on Brewster Avenue at 9:30am <br />on July 4 prior to the parade. <br /> <br />-Windmill Project <br />Superintendent Hover reported that he, Commissioner Joseph and John <br />Edmonds will be meeting the week of July 10 to discuss the project. It was <br />reported that Charles Jany from Planning Department researched the issue of <br />placing the windmill at Union Cemetery and found it is permissible under <br />State Historic guidelines. <br /> <br />-Park Needs Assignment <br />Director Centeno indicated a new commissioner is needed to serve on the <br />Park Needs Sub-Committee with Chairperson Slusser. Commissioners <br />Sargent and Swope volunteered to serve. <br /> <br />ITEM 5 – UPDATES <br /> <br />-Parks for the Future <br />Director Centeno announced that a report is due in July on this project. <br /> <br />-Neighborhood Community Garden <br />Director Centeno reported the community garden behind the NFL Alumni <br />Building looks great and is very successful with participation from the teen <br />and ARAP programs. <br /> <br />-Park Pal Program <br />Director Centeno said the department was interested in having better <br />communication with park neighbors and obtaining their assistance in <br /> <br />
