CITY COUNCil MEMBER REPORT OF CONFERENCE/MEETING ATTENDANCE Name: Barbara Pierce Vendor No.: Department: City Council Voucher No.: Responsible Standing Committee: League of California Cities Conference or meeting: League of California Mayors and Council Members Executive Forum Summary of conference or meeting: Four of the workshops were especially helpful to the City including: Mobile Home Parks, Development in Floodplains, Succession planning and the Peninsula Clergy Network. Mobile Home Parks: local Enforcement authority over health and safety issues provided in depth information regarding the evaluation of mobile home parks by the State Department of Housing and Community Development Deparbnent. Some local jurisdictions have assumed responsibility for the enforcement of the Mobile home Parks Act when there were serious difficulties in the parks that were not being addressed by the State. Development in FlOodplains included an update on what is happening legislatively in Sacramento regarding funding for flood control infrastructure, development in flood zones and the league's flood management principles. Key issues in avoiding and preparing for flooding were covered as well as description of larger watershed plans to provide alternatives to building in t100dways and floodplains. Succession Planning focused on the shrinking talent pool for local government managers and developed a game plan for developing the future leadership from within one's own organization through training, mentoring and planning for the next generation of managers. Data about the costs of employee turnover, initiatives to develop talent and promote succession planning included information about the next generations and what their motivation is for going to and staying in a job. Keeping tatented employees and developing them into the next leaders of the organization will serve the community, the city and the employees well. The Peninsula Clergy Network provided detailed data about the role of faith in Califomia's diverse population and its impact on the institutions in our communities. The Network is a new local resource which can provide another Introduction to community members and engage them in the broader community. The Network does not advocate or urge a particular faith, or seek religious solutions to civic and secular issues. It provides the relationships and framework for fostering awareness, understanding and community engagement among clergy and with civic leaders.
