Aguirre Vendor No.: Department: City Council Voucher No.: Responsible Standing Committee: League of California Cities Conference or meeting: League of California Cities 2006 Mayors and Council Members Academy Executive Forum Summary of conference or meeting: I attended a day and a half of meetings at this conference. The General Sessions were very infonnative as well as the Concurrent Sessions. The topics that I attended were Healthy Children, Healthy Future, Water Supply: Understanding the Issues. and Public Service Ethics Laws and Principles. In the General Sessions various topics were discussed. The first was Hot Topics in Sacramento Affecting Cities. Chris McKenzie, Executive Director ofthe League of California Cities, Sacramento, gave an update on the Infrastructure bond. eminent domain. land use, affordable housing and much more. He also discussed Prop 1A and Prop 90. Some of the issues around Prop 90 are growth control, height equipment, big box development. hours of operation, gambling regulations, fraud protection, higher electric rated and public works infrastructure. The other General Session was The State of the League of California Cities. Alex Padilla, President of the League of California Cities and Los Angeles Council Member gave an update on Telecommunications, Prop 90 and explained Props 1A, 1B, 1C, 10, and 1E. The session on Healthy Children, Healthy Future focused on a safer and healthier city for children. The idea of 'It takes a village to raise a child' was presented by Maureen J. Fitzpatrick, Ph.D., CaUfomia State University, San Maroos. The issues covered were nutrition, housing, childcare, pre-school, airquatity and others some of which are legislative issues. The input was valuable in my work on Redwood City 2020. The session on Water Supply: Understanding the Issues was the best one I attended. John Andrew, Chief, Special Planning Projects, Statewide Water Planning Branch, Department of Water Resources, Sacramento presented the State Water Update Plan. He talked about integrated water management projects and innovative things cities are doing and can do to provide valuable resources. Dena Mossar, Palo Alto Council Member spoke on issues that the Bay Area Water Forum are dealing with. She also talked about some of the things her city is doing. These include: efficient use of resources, sustainability policies, green building principals, new home construction green guide-booklet for citizens. owning their own utilities, water treatment plants, and green power. Finally, I attended the Public Service Ethics Law and Principles. This is the second time I attend a similar session. It is designed to satisfy the mandatory ethics training requirements imposed by AS 1234 and it reflected the Institute for Locat Government's extensive research into pubHc service ethics issues.
