Along with the notice, regulated communities must submit their storm water management program. Regulated Small <br />MS4s will be required to implement programs that include Best Management Practices (BMPs), measurable goals, and <br />timetables for the following minimum control measures: 1) Public Education; 2) Public Participation; 3) Illicit Discharge <br />Detection and Elimination; 4) Construction Site Storm Water Runoff Control; 5) Post Construction Storm Water Manage- <br />ment; 6) Pollution Prevention for Municipal Operations. <br /> <br /> If you are uncertain whether Phase II will apply to your municipality, you may review a recent League memo with <br />further program details and the list of impacted cities at the Water Quality page on the League's web site at: <br />www,cacities.org, If your community is on the list, it is important for your city to become engaged in the permit develop- <br />ment process by reviewing the Draft General Permit at: http:/Iwww.swrcb.ca.o_ov/stormwtdmunicioal.html. <br /> <br /> WATER BOARD HOLDS WORKSHOP ON NEW FEE PROPOSAL <br /> <br /> On Wednesday afternoon, September 18, the State Water Resources Control Board held a workshop on its draft new <br />fee proposal The draft new fee schedule would implement AB 3000, which in part raised the cap on NPDES fees from <br />$10,000 to $20,000. Representatives from the regulated community testified at the workshop. Representing local <br />governments were the League, the California Association of Sanitation Agencies and several cities and counties. Virtually all <br />speakers indicated they understood the difficult fiscal situation faced by the Board, and the need to reduce the amount of <br />state General Fund support provided to the Board's core regulatory program. However, virtually all speakers expressed <br />concern about the process by which the fee proposal was unveiled and identified numerous unintended consequences. <br /> <br /> Board Chairman Art Baggett acknowledged the difficulties that the regulated community will face. He indicated plans <br />to establish a Fee Advisory Committee of stakeholders to provide input to the Board as it develops the fee structure for the <br />2003-04 fiscal year. In addition, he indicated his intent to propose to the full Board that the storm water co-permittee fees <br />be reduced by 50% from that published in the draft fee proposal for this fiscal year (2002-03) only. It is anticipated that the <br />Water Board will adopt the new fee schedule at its September 19 meeting, if the Governor has signed AB 3000. If AB 3000 is <br />not signed in time, the Board will adopt the fee schedule at its October 3 meeting. <br /> <br /> A link to the League's letter on the Water Board fee @roposal may be found on the Water Quality page of the League's <br />website (www.cacities.org).
