PG&E TASK FORCE TO DRAFT SAIV LE FRANCHISE AGREEMENT <br /> <br /> Tbe PG&E Franchisa Task Forca met Monday, September 16, via conference caJI. At the direction of the task force, <br />action was taken to expedite the drafting of a sample franchise agreement. The agreement is being drafted in response to <br />PG&E's applications for franchise agreements for new companies proposed under their plan of reorganization. A smaller <br />· working group was formed and a consultant will be selected to assist with researching technical issues and drafting the <br /> sample agreement. <br /> <br /> The small group represents city managers, attorneys, finance and public works officials. It also represents cities large <br /> and small, general law and charter. PG&E Franchise Task Force co-chairs, Harriet Steiner, City Attorney, Davis and Jeff <br /> Kolin, City Manager, Santa Rosa, will continue to work with the smaller group as co-chairs. The consultants were identified <br /> as having relevant experience in utility and franchise work. The consultant will be appointed over the next week and will <br /> start developing draft materials immediately for the working group to review. Since the task force developed a comprehen- <br /> sive list of issues, options and questions, the consultant has a wealth of information from which to work. <br /> <br /> Earlier this month, PG&E proposed offering a Most Favored Nations (MFN) clause to cities that may be interested in <br /> signing early and still benefit from any negotiated enhancements granted to other cities at a later date. The task force <br /> discussed this proposal and concluded that cities should not sign a MFN clause while the sample agreement is being drafted. <br /> The League recommends that cities do not sign an MFN clause until this process is complete. <br /> <br /> The League plans on having the sample available prior to the end of October.
