"We were very concerned that the bill would deny free speech rights to local <br />government employees and put an end to some very valuable public employee deductions." <br /> <br /> The League, the California State Association of Counties (CSAC), and dozens of Califomia <br />cities were also strongly opposed to the last minute, "gut and amend" process used by statewide <br />employee unions to ram the bill through the legislature on the last night of the 2001-02 session. <br />Sponsors rejected amendments offered by the League and the Califomia State Association of <br />Counties (CSAC) to clarify that any employee deductions are subject to the collective bargaining <br />process were rejected. <br /> <br /> Page 1 of 13 <br /> <br /> <br />
