HUMAN RESOURCES

AB 2792 (Negrete McLeod). Public Employees' Retirement. Contracting Agencies. AB
2792 would have prohibited contracting agencies under the Public Employees' Retirement
System (PERS) from amending a contract without the consent of the employees' bargaining
unit. VETOED; (League Position: Oppose).

AB 2833 (Pescetti). Public Employees Retirement. AB 2833 would have mandated
minimum industrial disability benefits that significantly exceed current law. It would have added a
higher minimum base for industrial disability retirement that would have been the equivalent of a
three percent at age 50, or three percent at age 55 retirement benefit. As a disability benefit, this
would have been tax free, unlike the normal term retirement. VETOED; (League Position:
Oppose).

AB 1890 (Horton). City Employees. Civil Service Board. AB 1890 would have authorized
the legislative body to appoint a civil service commission, personnel commission, personnel
board, merit commission, or similar entity or a personnel officer for those purposes. The bill
would have required, when the delegation of powers is to a board, commission, committee, or
other similar entity and there are one or more employee organizations that include city
employees that the legislative body appoint one half of the members of the board, commission,
committee, or other entity from persons nominated by the employee organization or
organizations and would have required the members to select an independent, neutral
chairperson. VETOED; (League Position: Oppose).

AB 1714 (Canciamilla). Public Resources. Prohibited Uses. This measure will prohibit any
elected local official and any local appointee, employee, or consultant from the use of public
resources for a campaign activity or other purposes that are not authorized by law. The
legislation also provides that the incidental and minimal use of public resources is not subject to
criminal prosecution. SIGNED, Chapter 154, Statutes of 2002; (League Position: Support).
