HUMAN RESOURCES <br /> <br />AB 2792 (Negrete McLeod). Public Employees' Retirement. Contracting Agencies. AB <br />2792 would have prohibited contracting agencies under the Public Employees' Retirement <br />System (PERS) from amending a contract without the consent of the employees' bargaining <br />unit. VETOED; (League Position: Oppose). <br /> <br />AB 2833 (Pescetti). Public Employees Retirement. AB 2833 would have mandated <br />minimum industrial disability benefits that significantly exceed current law. It would have added a <br />higher minimum base for industrial disability retirement that would have been the equivalent of a <br />three percent at age 50, or three percent at age 55 retirement benefit. As a disability benefit, this <br />would have been tax free, unlike the normal term retirement. VETOED; (League Position: <br />Oppose). <br /> <br />AB 1890 (Horton). City Employees. Civil Service Board. AB 1890 would have authorized <br />the legislative body to appoint a civil service commission, personnel commission, personnel <br />board, merit commission, or similar entity or a personnel officer for those purposes. The bill <br />would have required, when the delegation of powers is to a board, commission, committee, or <br />other similar entity and there are one or more employee organizations that include city <br />employees that the legislative body appoint one half of the members of the board, commission, <br />committee, or other entity from persons nominated by the employee organization or <br />organizations and would have required the members to select an independent, neutral <br />chairperson. VETOED; (League Position: Oppose). <br /> <br />AB 1714 (Canciamilla). Public Resources. Prohibited Uses. This measure will prohibit any <br />elected local official and any local appointee, employee, or consultant from the use of public <br />resources for a campaign activity or other purposes that are not authorized by law. The <br />legislation also provides that the incidental and minimal use of public resources is not subject to <br />criminal prosecution.
