AB 117 (Migden). Public Power. Community Aggregation. This measure changes the <br /> current cumbersome "opt-in" procedures for customers participating in a city or county <br /> community aggregation program to an "opt-out" procedure and requires any customer joining a <br /> community aggregation program to pay exit fees to cover the cost of electricity used or <br /> purchased on their behalf by the State of California. This bill extends until January 1,2008, <br />existing law that provides skateboard park operators limited liability protection against lawsuits <br />filed by injured skateboarders. This law establishes the <br />Emergency Response Training Advisory Committee, with the responsibility to develop specified <br />training curriculum criteria relative to terrorism awareness. The criteda developed by the <br />Committee would then be utilized by four separate organizations to develop curriculum and <br />training specific to their clientele. This law authorizes the Department of <br />Finance to transfer federal funds to the Emergency Medical Services Authority, which in turn, <br />shall allocate funds to the Califomia Fire Fighter Joint Apprenticeship Committee (CFFJAC). <br />CFFJAC shall do the following: 1) offset the cost of paramedic training course development; 2) <br />enter into reimbursement contracts with eligible state and local agencies that in turn may <br />contract with educational institutions for the delivery of paramedic training; and 3) allocate funds, <br />in the form of grants, to eligible state and local agencies to defray the cost of providing <br />paramedic training for fire service personnel (may include instructional supplies and trainee <br />compensation expenses). This law permits every <br />city or joining powers authority that operates a Public Safety Answering Point (PSAP) to <br />establish a "3-1-1" non-emergency telephone number system in their jurisdiction. A non- <br />emergency telephone number system is intended to provide access to public safety agencies <br />and to all other services provided by a local public agency such as street maintenance and <br />animal control. SIGNED, Chapter 731, Statutes of 2002; (League Position: Support). <br /> <br />AB 2018, Nakano, Interoperable Communications Systems. This law provides the existing <br />Public Safety Radio Strategic Planning Committee (Committee) with primary responsibility in <br />state government for developing and implementing a statewide integrated public safety <br />communications system for state government agencies that facilitates interoperability and other <br />uses of public safety spectrum with local and federal agencies.
