SIGNED, Chapter <br />725, Statutes of 2002; (League Position: Support). <br /> <br />AB 1170 (Firebaugh). Housing. Down Payment Assistance. This measure establishes the <br />Building Equity and Growth in Neighborhoods (BEGIN) Program, with proceeds from Proposition <br />46. The measure requires a local government, in order to be eligible for a BEGIN grant, to <br />provide specified incentives to a developer of a homeownership project. This measure establishes a program <br />to provide interim loans to non-profit corporations and public agencies to purchase affordable <br />housing projects that were previously constructed under federal loan programs, which are now <br />in danger of converting to market-rate housing due to the termination of their original contracts <br />with the federal govemment. Requires billboard operators to obtain local permits <br />prior to erecting an outdoor advertising structure on a state highway. This measure clarifies that local <br />governments in San Diego County that self-certify their housing elements, under Section <br />65585.1 of the Govemment Code, are fully eligible to obtain any housing bond funds, which will <br />become available if the voters approve Proposition 46. This law requires a <br />special district to make written findings supported by substantial evidence when it requests that <br />a local agency formation commission terminate a proceeding that includes an annexation, as <br />specified. Establishes <br />special criteria and provides additional flexibility to local governments seeking to establish a <br />business improvement district including a mass transit station. This measure <br />makes a number of modest changes to existing law that requires mandatory minimum penalties <br />for wastewater facility violations. In signing the bill, the Governor state, 'This bill gives greater <br />flexibility to Regional Water Quality Control Boards in assessing and redirecting penalties to <br />beneficial water projects."
