Vehicles; Electric Personal Assistive Mobility Devices (EPAMDs). <br /> This law establishes regulations regarding the use of electdc personal assistive mobility devices <br /> (EPAMD), which are defined as a self-balancing, non-tandem, 2-wheeled device with a <br /> maximum speed of 12.5 MPH, and classified an EPAMD as a pedestrian. Local authorities are <br /> authorized to adopt ordinances with respect to the time, place and manner of operation of <br /> EPAMDs, including prohibiting the use of EPAMDs anywhere within their jurisdiction. Harry Armstrong has <br />served on the Clovis City Council since 1970, was President of the League from 1982-1983, and <br />has served on the League Board of Directors for fifteen years. Additionally, Harry Armstrong <br />championed transportation issues in and around Clovis, and was an ardent supporter of the <br />Highway Route 168 project. This resolution names the Herndon Avenue Interchange the William <br />H. "Harry" Armstrong Interchange, which is a fitting tribute to Harry Armstrong's years of public <br />service. This bill would have raquirad the <br />Office of Planning and Research to develop and adopt guidelines for addressing human services <br />matters within the context of a local government's general plan with the objective of improving <br />the overall quality of life of both the targeted community members and the community. <br />VETOED; (League Position: Support). <br /> <br />SB 1509 (Dunn). Property Tax. Affordable Housing Developments. This bill would have <br />required local govemments to be reimbursed for their property tax losses for any affordable <br />housing units they approve on and after January 1,2003. The money would have been shifted <br />back to the local government from the amount that the local government pays into the <br />Educational Revenue Augmentation Fund. VETOED; (League Position: Support). <br /> <br />AB 1939 (Daucher). Property Tax Shift. This bill would have required the Legislative Analysts' <br />Office (LAO) to study a property tax shift mechanism, intended to provide relief to local <br />governments and to incentivize the construction of affordable housing. VETOED; (League <br />Position: Support). <br /> <br />AB 3057 (Matthews). General Plans. This bill would have required counties, and some cities, <br />to amend their General Plans to add Agriculture to their Open Space elements. VETOED; <br />(League Position: Neutral). <br /> <br />SB 423 (Torlakson). Workforce Housing Reward Program. This measure creates the <br />Workforce Housing Reward Program to be administered by the State Department of Housing <br />and Community Development (HCD) to provide $100 million, from the proceeds of Proposition <br />46, the Housing Bond, in per-unit awards to cities and counties that approve affordable housing <br />development.
