Local Agency Investment Fund~ {LAIF). SB 68 would define in statute that <br />LAIF deposits are the property of local agencies anc are held in trust by the State, thus allaying <br />fears that the State may "borrow" the funds in the future. SIGNED, Chapter 761, Statutes of <br />2002; (League Position: Support). <br /> <br />TRANSPORTATION, COMMUNICATIONS AND PUBLIC WORKS <br /> <br />SB 278 (Machado). Public Works Project. Water Security, Clean Drinking Water, Coastal <br />and Beach Protection Act of 2002. This law asserts that it is a matter of statewide concern <br />that "every public agency in Califomia pay the prevailing rate of per diem wages to workers <br />employed on public works projects undertaken by that public agency." Secondly, it makes local <br />labor compliance programs under Labor Code section 1771.5 ara mandatory when utilizing <br />Water Bond funds. SIGNED, Chapter 892, Statutes of 2002; (League Position: Oppose). <br /> <br />SB 972 (Costa). Public Works: Prevailing Wages. This law includes clean up language to <br />SB 975 (Chapter 938, Statues of 2001). The new law excludes expansion of privately owned <br />self-help housing projects from public works and prevailing wage laws, and states that nothing <br />contained within it or SB 975 preempts local ordinances requiring the payment of pravailing <br />wages on housing projects. SIGNED, Chapter # Not Yet Available; (League Position: <br />Watch). <br /> <br />SB 1636 (Figueroa). Transportation. Congestion Management Programs. This new law <br />defines an infill opportunity zone (IOZ) for local development and congestion management <br />program purposes, and exempts such a zone from traffic level of service (LOS) requirements, <br />and instead requires the use of an altemative area-wide level, multi-modal composite or personal <br />level of service standard for traffic in compact infill development projects.
