IREPORT To the Honorable Mayor and City Council <br /> From the City Manager <br /> <br />October 7, 2002 <br /> <br />Subject <br />Task Order No. 1 to the Professional Consulting Services related to the City's Water <br />Allocation Program <br /> <br />Recommendation <br />By motion, authorize Task Order No. 1 to the professional services agreement with <br />Kortech, Information Technology Consulting of Redwood City, California, for additional <br />services related to the Water Allocation Program, in the amount of $27,500. <br /> <br />Background <br />On July 15, 2002, the City Council authorized an agreement with Kortech, Information <br />Technology Consulting of Redwood City, for professional services related to the first phase <br />of this project, performing an assessment of the Water Allocation Program (WAP) system <br />architecture. Council was informed that staff would come back with recommendations to <br />improve the program after the assessment of the system architecture is completed, ranging <br />in cost between $20,000 to $40,000. The not-to-exceed amount for the initial agreement <br />was $18,000. <br /> <br />Pursuant to the California Urban Water Council (CUWCC), the City of Redwood City is a <br />signatory to the Memorandum of Understanding (MOU) Regarding Urban Water <br />Conservation in California. The MOU includes the implementation of Water Survey <br />Program for single family and multi-family residential customers, known as "Best <br />Management Practice" (BMP) #1 and the Large Landscape Water Conservation Audit <br />program, known as "Best Management Practice" (BMP) #5. The Water Allocation Program <br />will be the tool to fulfill the requirement to provide notices with each billing cycle regarding <br />water use budgets and their comparison with actual water use. <br /> <br />The first phase of the project has reached completion, and the recommendations based on <br />that assessment are as follows: <br />· Upgrade system software from Microsoft Access to Microsoft SQL Server to improve <br /> the program's reliability and performance, as recommended by the City's Information <br /> Technology Division. <br />· Simplify the process of managing the water allocation database to improve the security <br /> of the data and provide easy-to-use program screens, that will contain all the <br /> information needed to answer customer questions regarding their customized water <br /> allocation. <br />· Automate the operations between the WAP program located in the Public Works <br /> Services Department and the utility billing system in the Finance Department, to <br /> improve reliability. <br /> <br /> <br />
