To the Honorable Mayor and City Council <br /> <br />October 7, 2002 <br /> <br />Subject <br />Emergency Traffic Signal Repair <br /> <br />Recommendation <br />By Motion, approve by five (5) affirmative votes the suspension of Article VII - Purchasing <br />of the Municipal Code, and approve payment after-the-fact for emergency expenditure <br />which exceeded the administrative limit of $10,000, to Republic Electric of Novato, CA in <br />the amount of $19,298.00. <br /> <br />Background <br />A large truck collided with and knocked over the traffic signal pole and mast arm at the <br />intersection of Blomquist Road and Seaport Boulevard on September 23, 2002 at around <br />12:00 pm (noon). The pole was torn off the base and fortunately landed off of the <br />roadway, did only minor additional damage to the surrounding area, and damaged another <br />vehicle's windshield. The truck and driver were identified and a police report was written <br />to allow the City to pursue reimbursement for the damages. No injuries resulted from the <br />incident. PWS staff and Police officers responded to this busy intersection to provide <br />traffic control until interim traffic signal operation could be completed. <br /> <br />Republic Electric responded to the knock-down under the City's emergency electrical <br />services contract. They removed the damaged pole and temporary traffic signals were put <br />in place. This is a very high volume intersection with significant truck traffic and the <br />freeway exit from 101 Northbound. The replacement of this traffic signal is critical to safe <br />traffic movement at this location. <br /> <br />Staff received a proposal for $19,298.00 from Republic Electric who was the Iow bid on the <br />2002-2003 Emergency Electrical Services Contract. Republic Electric was available to <br />begin work immediately on this repair. Staff reviewed their proposal and believed it to be <br />fair and reasonable. Staff approved the immediate repair based on the critical nature of <br />this intersection. The parts were ordered on September 26, 2002 and the work was <br />completed on September 27, 2002. <br /> <br />Alternatives <br />Staff does not believe there are any alternatives to this situation. Republic Electric is the <br />Iow bidder on the City's 2002-2003 Emergency Electrical Repairs Service which covers <br />situations similar to this. <br /> <br /> Page 1 of 2 <br /> <br /> <br />
