Box 391
Redwood City, CA 94064-0391

Subject: Redwood Shores Lagoon
Dear Chu:

In response to the City's request we have prepared this proposal to perform hydraulic
analyses of the Redwood Shores Lagoon system.

Scope of Services

In 1985 CDM performed a drainage analysis of the existing gravity discharge facility at
Redwood Shores Lagoon. Analyses also were performed by CDM in 1990, 1994 and
1996 in connection Lagoon modifications and water circulation.

On May 9 a meeting was held with the City staff to discuss recent and proposed changes
to the Lagoon system. Based upon our interpretation of the City's needs, CDM proposes
to perform the following services to determine sizes of new culverts that will connect
waterways and achieve appropriate circulation to maintain water quality in the existing
and new waterways.

Task 1 Review Previous Analyses

Review the hydraulic analyses performed by CDM during the period 1985 to 1996.
Perform a site inspection of the Lagoon

Task 2 Update the Extran Model

Obtain current as-built information for the Lagoon waterways, culverts and pumping
stations. Obtain and review the City's recent Lagoon Management Plan and operation and
maintenance records for the Lagoon. Update the 1996 linkmode (Extran) model with this
current information.
