Mr. Chu Chang
June 18, 2002
Page 2

Task 3 Perform Simulations of Existing Conditions

Using the updated model described in Task 2, perform a simulation of water circulation
for the existing Lagoon system. The simulation will be for all or portions of the typical
24-hour tidal cycle. The results will show the existing lagoon volume exchange rate and
those locations where the exchange rate may be too slow. Please refer to Figure 1.

Task 4 Perform Simulations of Proposed Lagoon Modifications

A simulation will be performed of the existing lagoon conditions of Task 3 plus the
improvements proposed north of Shearwater Parkway. The results of the simulation will
be evaluated to determine the lagoon volume exchange rate for all waterways in the
Lagoon. Please refer to Figure 2.

Task 5 Meet With the City

CDM will meet with the City staff to discuss the results of the Task 3 and 4 simulations.
For those waterways and culverts that do not meet the lagoon volume exchange rate
criterion of once a week, potential schemes for improving circulation in the Lagoon will
be formulated by CDM with guidance from the City staff.

Task 6 Perform Further Simulations

Using the potential schemes from Task 5, CDM will modify waterway and culvert sizes
then re-run the model. The results will be evaluated, and the facility sizes will be
modified based upon the evaluation, and a second simulation will be performed. This
process will be repeated until the lagoon volume exchange rate criterion of once every
seven days is achieved for all of the waterways in the lagoon except the Marlin Drive
area which will be addressed in Task 8.

Task 7 Prepare Technical Memorandum

A brief technical memorandum, with tables and an updated link-node drawing, will be
prepared describing Tasks 1 through 7. The Extran input file and a sample printout will
be included with the technical memorandum.
