Forecast <br />The property tax revenue forecast includes a preliminary estimate and a mid -year update. <br />Mid -year forecast updates utilizing recent sales activities, current annual inflationary factors, and <br />pending appeals potential impacts result in highly accurate annual growth estimates. <br />Assessment Appeals <br />The Assessment Appeal Reports analyze historical success rates; pending appeals and the <br />potential impact they may have on the City and are prepared quarterly. Assessment Appeals <br />Reports will contain the following information: <br />1. Top 20 Property Tax Generators — Listing of top property tax generators combined by <br />owner <br />2. Current Pending Appeals for Top 20 Property Tax Assesses — Lists appeals filed and <br />pending by top property tax generators <br />3. Assessment Appeal History and Success Rate — Lists historical disposition of appeals <br />with success rates and financial impact <br />4. Pending Appeals Total Impact Projections — Calculates potential impact of pending <br />appeals based on historical rates <br />5. Pending Appeals Annual Impact Projections <br />CAFR Basic Package Reports <br />The CAFR basic package reports assist the City in preparing the statistical section of the cities <br />CAFR reporting requirements and will be provided on an annual basis in the cities format and in <br />compliance with GASB No. 44. The reports include: <br />1. Assessed and Estimated Market Value <br />2. Property Tax Land Use Distribution <br />3. Direct & Overlapping Property Tax Rates <br />4. Principal (Top 25) Property Tax Payers <br />5. Principal (Top 25) Sales Tax Producers <br />The Additional CAFR reports that are available include: <br />• Direct and Overlapping Debt <br />• Principal Employers <br />• Demographics and Economic Statistics <br />Implementation <br />Consultant shall provide City with access to PropertyL/NKM within 90 working days following <br />receipt or acquisition of required data. Implementation of the PropertyL/NKTm system occurs in <br />three phases. <br />§ Phase One: Requirements Gathering. Consultant shall gather the information needed to <br />generate the database that underlies PropertyL/NKTm. Consultant shall gather: <br />• Secured Assessment Roll for the City's geographic area; <br />• Unsecured Assessment Roll for the City's geographic area; and <br />• In some cases, certain elements of the Property Characteristics file. <br />§ Phase Two: Project Plan Approval.
