to the City. The final Service specifications will identify what information the City will be able <br />to access through PropertyL/NKTm and the types of reports the City will be able to generate <br />from PropertyL/NKTm. Any requests for changes to the Service must be made at this time, <br />prior to implementation. The final Service specifications are approved when signed by both <br />Consultant and City, at which time the final Service specifications become part of this <br />Agreement. The approved final Service specifications are referred to as the "Final Project <br />Plan." Any changes to the Final Project Plan must be made in writing. If City requests a <br />change to the Final Project Plan, Consultant will implement the change after both City and <br />Consultant have agreed on the cost of the requested change and City has approved the <br />scope and cost of the change in writing. <br />§ Phase Three: Installation and Testing. Consultant will implement the final Service <br />specifications and install the Service in accordance with this Agreement. City will have 30 <br />days from the date installation is completed to begin using the Service and to ensure that <br />City is able to access the Service. City must tell Consultant about any problems in accessing <br />the Service during that 30 -day period. At the end of the 30 days, unless City has notified <br />Consultant to the contrary, City will be deemed to be able to access the Service and <br />installation will be complete. Consultant will correct problems with the stated functionality of <br />the Service that arise after the end of the Testing Period at no cost to City if: City first <br />discovered the problems after the Testing Period; and City notifies Consultant of the specific <br />problem and the date on which the problem was first discovered. <br />Maintenance. After installation and during the remaining term of this Agreement, Consultant will <br />correct problems that arise with the stated functionality of the Service, at no cost to City, after <br />City notifies Consultant of the problem. Problems addressing functionality which City would like <br />to see in the Service but that were not part of the Final Project Plan are not problems with the <br />stated functionality of the Service. Those are requests for additional features and Consultant will <br />make those changes if both parties agree to the additional cost and scope in writing. <br />Online Access and Third -Party Software. PropertyL/NKISTM Internet connectivity utilizes a <br />standard Internet connection. City's authorized users will have access to the Service through <br />the same connection as they currently access the Internet and their local IAN. By using City's <br />existing Internet connection, no additional expense will be required including the Virtual Private <br />Network (VPN) software, which is provided with this Agreement. <br />VPN Software and Access. Consultant utilizes the CISCO Systems VPN to create a 1 to 1 <br />relationship between a client PC and the host software. The VPN software establishes a secure <br />link between the Host software and the Client PC. This secure link means that the PC and the <br />Host establish an encrypted connection that protects data transmitted via the Internet. Once <br />Consultant installs the VPN software on the City's system, City must adhere to all licensing and <br />confidentiality provisions included with the VPN software. City agrees to the following additional <br />terms related to the VPN software: <br />City will provide Consultant with the names of City's authorized users. Consultant will issue <br />each user an RSA -FOB SecurelD Tool ("SecurelD") and a City ID code and password to <br />permit access to the Services. <br />During the initial log -in, authorized users will be given a unique, random four -digit code that <br />will be known only to the User ("USerID"). User login names, unique four -digit code, and the <br />SecurelD will allow only the authorized users to access the Services. <br />If City desires to designate a replacement user, City must return the SecurelD of the user <br />who will be replaced.
