user. City must also send Consultant a signed copy of the City's updated, authorized user list. § City is responsible for ensuring that the City ID code, the UserlD codes and SecurelD are known to, and used only by, persons who have been properly authorized to use them. Consultant will deem any access of the Service through UserlD codes and SecurelD to be an authorized access by City. § Failure to protect UserlD codes and the SecurelD may allow an unauthorized party to (1) use the systems, (2) correct, change, verify or send data in the system, or (3) send information and communications to, or receive information and communications from Consultant. § City assumes the entire risk for the fraudulent and or unauthorized use of all UserlD codes and Passcodes. City will develop internal procedures to limit such risk, which procedures will include, at minimum: (1) notifying Consultant immediately when a new person becomes an authorized user or when any existing user is no longer authorized; and (2) not keeping, in any form or in any place, lists of ID codes or passwords. § City will notify Consultant immediately when City becomes aware of any loss or theft of, or any unauthorized use of, any SecurelD, UserlD codes, or passwords, or any unauthorized entry into PropertyLINKT"" § In accessing the Services City will be receiving data through the internet. City acknowledges that when the Internet, or any other electronic communications facilities, are used to transmit or receive data, the data may be accessed by unauthorized third parties. To reduce the likelihood of such third-party access, City agrees to transmit and receive data through ProperlyL/NKM using only software including, but not limited to, Microsoft Internet Explorer 6.0 (or higher) browser software, the VPN Client Software and the SecurelD. Additionally, City agrees to follow Consultant's log on procedures. § City will not use or install the VPN software except as Consultant directs. Third -Party Software. City acknowledges City is subject to all copyright, license and confidentiality provisions governing the third -party software that will be used in accessing the Service. Scheduled Maintenance. The PropertyLINKTm system is unavailable from 1:30 am to 3:00 am, PST on Sundays for regularly scheduled maintenance activities. Other special security and maintenance activity may be periodically required. Consultant will post all special security and maintenance activities requirements on City's portal page. System Requirements. City's system must meet the following minimum requirements for Consultant to provide the service to the City: • IBM/PC Compatible 333mhz or higher • RAM: 256 MB or higher recommended • 20 G hard -drive with at least 20MB of free space • Microsoft Windows 2000 (service pack 3 and above) or XP Operating System (service pack 2) • Microsoft TCP/IP installed (Confirm via Start > Settings > Control Panel > Network > Protocols or Configuration.) • Internet Explorer 6.0 or higher (Note: The speed of response time for the proposed applications is not under the control of Consultant and is limited by the Internet availability and connectivity source used by the City) • 17" Monitor or larger (a larger monitor is suggested for better viewing) 1024 x 768 resolution for optimum view. 800x600 resolution is supported REV: 04-09-19 DZ Page 14 of 16 ATTY/AGR.2019.081/MuniServices, LLC - Property Tax Consultant
