Task 7: Determine Maximum Fee and Table Set <br />Based on the analysis in Tasks 2 through 6, consultant will estimate the maximum <br />justifiable parks and recreation fees. The maximum fee estimates will be based on the <br />parkland standards, improvement types, cost estimates, cost allocation factors, and <br />types of new development identified above. Consultant will also determine the <br />maximum parks and recreation under a different scenario where the City chooses to <br />charge only residential land uses. As discussed further below, the City may choose to <br />adopt a fee below the maximum level based on a variety of different policy <br />considerations. <br />Task 8: Review Table Set and Maximum Fee with City Staff/Subconsultant <br />Consultant will participate in an in-person working session with City staff and <br />subconsultant to review the fee calculation table set, including findings, assumptions, <br />and methodology. Consultant will prepare and distribute a full table set in advance of <br />the meeting. The working session will be an opportunity to identify any necessary <br />refinements and to strategize on potential fee program recommendations/ options for <br />presentation/ discussion with other City departments/ policymakers as appropriate. <br />Task 9: PowerPoint Presentation of Recommended Fee Update <br />Based on the discussion in Task 8, consultant will work with subconsultant to develop a <br />PowerPoint presentation that provides an overview of the updated fee program and, <br />most importantly, provides a set of fee update options for broader review. It is assumed <br />that City Parks Department staff will use this PowerPoint to engage with City decision - <br />makers to identify the appropriate path forward. This could include a City Council Study <br />Session. <br />Task 10: Preparation of Administrative Draft, Draft and Final Nexus Studies <br />Consultant will make any technical refinements as identified in Tasks 8 and 9 and then <br />prepare an administrative draft nexus study. The Nexus Study will include the detailed <br />technical analysis to support the estimate of the new maximum fee levels along with the <br />necessary nexus findings under the Mitigation Fee Act. After review and one round of <br />consolidated comments from City staff, consultant will prepare a public review draft of <br />the Nexus Study for public presentation. Subsequent to the public presentations <br />described below, consultant will prepare a final Nexus Study. <br />Task 11: Public Presentations <br />Consultant will attend two public presentations, such as Parks and Recreation <br />Commission meeting and City Council meeting, to help present the Nexus Study, the <br />potential maximum fees, and City staff fee recommendations.
