(persons per household) and employment densities Qobs per 1,000 square feet) will <br />also be established for use in the fee calculations. <br />Task 4: Community Outreach Surveys <br />Subconsultant will develop the survey instrument and protocols for review and approval <br />by the City. In cooperation with City staff, subconsultant will identify parks where <br />surveys will be conducted and determine the schedule for the survey, including both <br />weekend and weekday hours. A protocol for selecting random respondents will be <br />identified. Surveys will be conducted by a two -person team with one surveyor fluent in <br />Spanish. <br />Subconsultant will conduct surveys in parks in a sampling of neighborhood areas. <br />Survey in at least one park in each of the seven planning areas and include different <br />park types. The eighth planning area will be determined in discussion with the City. The <br />survey will be conducted in 2-3 hour blocks of time with two survey blocks per survey <br />area. For example, a survey period might be 2.5 to 3 hours in the mid-afternoon, such <br />as 11 a.m. — 1:30 p.m. or 4 — 6p.m. The first survey period will be considered a test and <br />modified if it is determined a shorter or longer window would yield better results. <br />Surveys will be conducted during regular park hours and cancelled or suspended in the <br />event of inclement weather or unsafe conditions. Subconsultant will analyze the results <br />for use in determining the commercial fee. <br />Task 5: Parkland and Facilities Improvement Costs <br />Based on the conclusions on parkland needs and parks and recreation facilities needs <br />from Tasks 2 and 3 as well as consultant's most recent work on the parks fee program <br />in September 2018, consultant will work with City staff and subconsultant to develop <br />estimates of parkland costs and parks and recreation facilities costs. These estimates <br />will be based on City experience with parks and recreation improvements; a review of <br />recent examples of parkland expansion and improvements; consultant research on land <br />values in the City; typical, average costs of parks and recreation facilities; and other <br />sources of park improvement cost information. Consultant will develop an average cost <br />per acre for parkland and capital improvements. <br />Task 6: Service Demand / Cost Allocations <br />Consultant will develop service demand factors for each land use to support the <br />allocation of costs and estimation of the new fees. It is assumed that consultant will <br />conduct new park user surveys to identify relative levels of park use by residents, <br />workers, and residents who also work in the City. This survey work, combined with the <br />prior estimates of population density and employment density, will support the <br />determination of the relative weightings in terms of park use/demand between different <br />types of users and development as well as between existing and new development.
