EXHIBIT "A" <br />SCOPE OF SERVICES <br />Itemized List of what Consultant will do for City and at what price and schedule. <br />Consultant Team—Work Plan <br />Consultant and subconsultant, MIG, Inc., an expert in public outreach strategy and <br />facilitator, will work jointly to provide the required research and data collection as <br />outlined below. <br />Task 1: Project Initiation <br />Consultant and subconsultant will attend an in-person project initiation meeting with City <br />staff to discuss the goals of the technical analysis and updated nexus study and to <br />review the work program and schedule. A key purpose of the meeting will be to identify <br />available sources of information and data and discuss the key components and steps in <br />a fee update. It is expected that some of the necessary information and data will be <br />provided by City staff, some will come from subconsultant work efforts, and others will <br />require consultant research. <br />Task 2: Parkland and Facilities Improvement Program <br />Consultant will work with City staff and subconsultant to identify the scale and types of <br />parkland and park improvements required to serve new development in the City. This <br />will be based on current service standards as well as the City's expectations in terms of <br />opportunities for land acquisition and future park improvements. The 2019 Parks Needs <br />Assessment will be an important source of information. The requirements of the Quimby <br />Act and the Mitigation Fee Act will also play a fundamental role. Consultant, City staff, <br />and subconsultant will identify a short-list of potential additional capital facility types to <br />incorporate into the parks and recreation fee or to add as an additional new City fee <br />program. <br />Task 3: Establish Growth Forecast and Determine Land Use Categories <br />Consultant will work with City staff (including staff in other City departments as <br />appropriate) and use publicly available information to identify the existing levels of <br />amount and type of future development expected in the City. The amount of future <br />growth will help inform consideration of appropriate land use categories to incorporate <br />into the fee program and support the technical analysis required to establish the <br />maximum fee levels. The relationship between existing and future development will also <br />help allocate costs between them where new improvements are expected to serve both. <br />With City staff, consultant will finalize the list of land use categories that could be <br />subject to the updated fee program. This will include residential and non-residential <br />categories and the preferred subcategories.
