EXHIBIT "A" <br />SCOPE OF SERVICES <br />Principal Planner/Associate Planner/Planner <br />The Consultant will provide a Principal Planner to provide project management for large, <br />complex planning projects. The Principal Planner will process planning entitlements <br />and long-range planning projects, including but not limited to: general plan and zoning <br />code amendments; planned community permits and architectural permits; and <br />conditional use permits. Duties shall also include oversight of City CEQA consultants for <br />the preparation of complex environmental review, including Addendums, Mitigated <br />Negative Declarations and Environmental Impact Reports. Consultant may also prepare <br />CEQA documents if requested. The Consultant will also provide other planning staff for <br />supplemental support as needed. <br />These positions would work primarily on cost -recovery projects, whereby the costs <br />associated with this contract would be reimbursed by project applicants. For <br />assignments that are not cost recovery, the Consultant shall produce a scope of work <br />and budget to be associated with the assignment, and shall receive written confirmation <br />from the City prior to commencement of work. <br />The City will issue Urban Planning Partners a written notice to proceed for each specific <br />assignment which Principal Lynette Dias, or her designee, shall assign to an <br />appropriately experienced planner. Urban Planning Partners will notify the City who has <br />been assigned to the project for acceptance by the City. <br />Work product prepared by Urban Planning Partners will be submitted to the Community <br />Development Director and Planning Manager. Each position is available to City for up to <br />20 hours per week. <br />The duties assigned to the Consultant will be generally consistent with City's job <br />descriptions for Principal Planner and Associate/Assistant Planner, provided in <br />Attachment 1, which is incorporated by reference.
