EXHIBIT "A" SCOPE OF SERVICES Principal Planner/Associate Planner/Planner The Consultant will provide a Principal Planner to provide project management for large, complex planning projects. The Principal Planner will process planning entitlements and long-range planning projects, including but not limited to: general plan and zoning code amendments; planned community permits and architectural permits; and conditional use permits. Duties shall also include oversight of City CEQA consultants for the preparation of complex environmental review, including Addendums, Mitigated Negative Declarations and Environmental Impact Reports. Consultant may also prepare CEQA documents if requested. The Consultant will also provide other planning staff for supplemental support as needed. These positions would work primarily on cost -recovery projects, whereby the costs associated with this contract would be reimbursed by project applicants. For assignments that are not cost recovery, the Consultant shall produce a scope of work and budget to be associated with the assignment, and shall receive written confirmation from the City prior to commencement of work. The City will issue Urban Planning Partners a written notice to proceed for each specific assignment which Principal Lynette Dias, or her designee, shall assign to an appropriately experienced planner. Urban Planning Partners will notify the City who has been assigned to the project for acceptance by the City. Work product prepared by Urban Planning Partners will be submitted to the Community Development Director and Planning Manager. Each position is available to City for up to 20 hours per week. The duties assigned to the Consultant will be generally consistent with City's job descriptions for Principal Planner and Associate/Assistant Planner, provided in Attachment 1, which is incorporated by reference. Consultants provided by Urban Planning Partners shall meet or exceed the qualifications for the equivalent City positions.
