6.1. - Page 2 of 5 <br />A traffic count near the intersection indicates that Maple Street carries about 4800 vehicles per day and <br />Stambaugh Street carries about 1720 vehicles per day. <br />Based on these findings, staff recommends that new stop signs be installed on Maple Street at its <br />intersection of Stambaugh Street. This would make the intersection an all -way (4 -way) stop -controlled <br />intersection. The proposed stop signs will reduce roadway right-of-way conflict and increase pedestrian <br />safety. The intersection is located close to Savers and the Grocery Outlet which are both pedestrian <br />destinations. There is also a preschool campus (Kiddie Corner) nearby. <br />This project has been designed to be consistent with the City's adopted Policy and Guidelines for Stop <br />Signs on Residential Streets and the California Manual of Uniform Traffic Control Devices. Under Municipal <br />Code Section 20.34, the City Council may by resolution declare one or more entrances to an intersection <br />to be stop entrances. <br />A notice was mailed to the residents near the intersection, informing them the City's recommendation to <br />install stop signs on Maple Street at the intersection of Stambaugh Street. No concerns or negative <br />feedback was received following this notice. <br />Stop sign installations are permanent. Once installed, stop signs should not be removed because of the <br />potential for confusion. There can be negative impacts associated with the installation of stop signs. These <br />include increased noise and vehicle emissions due to increased braking and accelerating by vehicles on <br />Maple Street and increased travel times. <br />FISCAL IMPACT <br />The cost to install two stop signs is approximately $2,000. Funding for this project is included in the Fiscal <br />Year 2018-2019, Traffic Safety Fund - Paint and Sign Maintenance (balance is $185,646) account. Minor <br />maintenance costs will be incurred in future years. <br />ENVIRONMENTAL REVIEW <br />As the lead agency, the City of Redwood City has determined that the installation of stop signs on Maple <br />Street at Stambaugh Street meets the California Environmental Quality Act (CEQA) exemption criteria as <br />set forth in Section 15301 ("Existing Facilities") because these stop signs will involve a minor alteration of <br />existing streets with no expansion of use. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting.
