Adopt a resolution to approve the FY19/20 Annual Action Plan (Action Plan) and authorize the City <br />Manager or designee to execute and file documents related to the Action Plan for submittal to the U.S. <br />Department of Housing and Urban Development (HUD); <br />2. By motion, authorize the City Manager to execute funding agreements with organizations identified in <br />the Action Plan. <br />STRATEGIC INITIATIVE <br />Housing <br />BACKGROUND <br />Consolidated Plan/Annual Action Plan <br />As a condition of receiving federal funds from the Department of Housing and Urban Development (HUD) <br />the City must prepare, adopt, and submit a five-year Consolidated Plan (Plan) to HUD. The Plan is a <br />strategic policy document that provides priorities and strategies for meeting the needs of low-income <br />community members over a five-year period, 2018-2022. <br />The process for preparing the Plan involves assessing the needs of the community with stakeholders and <br />establishing priorities and strategies for the use of the federal funding resources. The 2018-2022 <br />Consolidated Plan consists of four major components: a Community Needs Assessment; the five-year <br />Priority Needs and Strategies; Assessment of Fair Housing; and an Annual Action Plan that identifies the <br />programs and activities to be funded with CDBG and HOME funds each year of the five-year plan. <br />The Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, <br />activities, and the specific federal and non-federal resources that will be used each year to address the <br />priority needs and specific goals identified by the Plan.
