8.A. - Page 2 of 64 <br />constitutes funding recommendations made by the Housing and Human Concerns Committee (HHCC) for <br />approval by the City Council each year to implement the five-year Plan. <br />The HHCC is recommending an Annual Action Plan for FY19/20 that proposes funding for programs and <br />activities to be carried out during the second year of the Plan. The total amount of funding are based on <br />the City's entitlement from Community Development Block Grant (CDBG), and Home Investment <br />Partnerships Program (HOME), as well as program income received from the City's Home Improvement <br />Loan Program's revolving loan fund. Other state and local funds will be used to leverage these funds to <br />address the priority needs of the Annual Action Plan. <br />The Annual Action Plan includes an Executive Summary (Attachment 2) and Budget (Attachment 3) which <br />identifies all sources of funding, specific activities recommended for funding, and information regarding <br />the location of activities to be funded. All activities proposed for funding meet one or more of the City's <br />Consolidated Plan priorities. <br />ANALYSIS <br />Although the President's proposed budgets have sought to eliminate the CDBG and HOME programs for <br />the last two years, the federal budget for Fiscal Year 2019 is approved and HUD programs for CDBG and <br />HOME received similar funding compared to the prior fiscal year. The Department of Housing and Urban <br />Development has allocated $718,936 of CDBG and $312,535 of HOME entitlement grant funds to the City <br />for FY19/20. <br />On March 6, 2019, the HHCC recommended activities and funding to meet the Consolidated Plan five year <br />strategic planning performance outcomes and objectives.
