These costs include but are not limited to: staff salaries, environmental reviews, <br />planning, general management and implementation of grant program. These grant funds reduce the <br />impact on the City's General Fund. <br />Community Participation <br />The Community Participation Plan process adopted by the City Council and implemented by the HHCC and <br />staff involves holding public meetings and publishing the proposed use of funds for public comment <br />before seeking City Council approval on the use of the funds. The HHCC held a public hearing on March 6, <br />2019 to make funding recommendations that constitute the Annual Action Plan for FY19/20. The City is <br />required to provide a 30 -day comment period for the Action Plan prior to the review and adoption by <br />Council. The comment period began on March 21, 2019 and concludes on April 22, 2019.
