8.A. - Page 8 of 64 <br />Executive Summary <br />AP -05 Executive Summary - 24 CFR 91.200(c), 91.220(b) <br />Introduction <br />As a condition of receiving federal funds from the Department of Housing and Urban Development <br />(HUD) the City must prepare, adopt and submit a five Consolidated Plan (Plan) to HUD. The Plan is a <br />strategic policy document that identifies priorities and strategies for meeting the needs of low-income <br />community members. The process for preparing the Plan involves assessing the needs of the community <br />with stakeholders and establishing priorities and strategies for the use of the federal funding resources. <br />The Plan consists of three major components: a Community Needs Assessment; the five or three year <br />Priority Needs and Strategies; and an Annual Action Plan that identifies the programs and activities to be <br />funded with Community Development Block Grant (CDBG) and Home Investment Partnership Program <br />(HOME) funds each year of the five year plan. <br />The City is required to follow a Community Participation process to develop the Annual Action Plan. The <br />process adopted by Council involves holding a number of public meetings and publishing the proposed <br />use of funds for citizen comment before the City Council gives final approval on the use of the funds. <br />2. Summarize the objectives and outcomes identified in the Plan <br />This could be a restatement of items or a table listed elsewhere in the plan or a reference to <br />another location. It may also contain any essential items from the housing and homeless needs <br />assessment, the housing market analysis or the strategic plan. <br />A key component of the Consolidated Plan is the preparation of an Annual Action Plan. In Redwood City, <br />the Annual Action Plan constitutes funding recommendations made by the Housing and Human <br />Concerns Committee (HHCC) for approval by Council each year to implement the five-year strategy. The <br />funding recommendations include amounts and specific programs and activities to be funded from each <br />annual entitlement of CDBG and HOME funds the City will receive during the five-year term. <br />The HHCC is recommending an Annual Action Plan for fiscal year 2019-2020 that proposes funding for <br />programs and activities to be carried out during the second year of the Plan. The total amount of <br />funding is based on the City's entitlement from CDBG and HOME, as well as expected program income <br />received from the City's Home Improvement Loan Program's revolving loan fund. Other state and local <br />funds will be used to leverage these funds to address the priority needs of the Annual Action Plan. <br />The Annual Action Plan identifies all sources of funding, specific activities recommended for funding, <br />and information regarding the location of activities to be funded. <br />Annual Action Plan <br />2019 <br />OMB Control No: 2506-0117 (exp. 06/30/2018) <br />136 <br />
