8.A. - Page 9 of 64 <br />The Housing and Human Concerns Commission forwards their recommendations for capital and land use <br />related activities to the Planning Commission (Commission) each year to concur that the proposed <br />activities for funding meet the goals and objectives of the City's General Plan. The capital and land use <br />activities recommended for funding in 2019-2020 are continuing activities that were reviewed by the <br />Commission in prior years. <br />The HHCC and Planning Commission's review of the Consolidated Plan priorities for conformance to the <br />General Plan will assure that the strategy, priorities, and proposed programs for funding will follow the <br />Land Use, Housing, and Human Services Elements of the General Plan. Copies of the public notices, <br />meeting agendas and minutes are available for public review in the Planning & Housing Division of the <br />Community Development Department. <br />3. Evaluation of past performance <br />This is an evaluation of past performance that helped lead the grantee to choose its goals or <br />projects. <br />The City will meet or exceed the quantitative goals and objectives of its previous Consolidated Plan. The <br />process implemented by the City has been effective, however based on past performance they City <br />has modified and improved goals by expanding the activities that can be undertaken under each priority. <br />This will allow greater flexibility to help the City achieve its goals with ever changing market conditions. <br />As an example, construction of new affordable housing, both rental and ownership has become <br />extremely difficult due to many market factors including the cost of land and the loss of Redevelopment <br />Agencies and subsequent funds in California. While the need for additional affordable housing is still the <br />City's highest unmet need, the affordable housing priority set lower numbers for new housing <br />development and broadened the objectives to allow for various activities as opportunities arise. The City <br />also now allows housing development applications to be submitted at any time, as opportunities arise, <br />rather than once a year. <br />4. Summary of Citizen Participation Process and consultation process <br />Summary from citizen participation section of plan. <br />The City complied with its Community Participation Process to develop the Action Plan. The process <br />involved holding several public meetings and hearings for community comment before the City Council <br />approved the Action Plan. The Housing & Human Concerns Committee was appointed by the City <br />Council and one of their primary roles is to carry out the processes mandated for the use and <br />distribution of federal funds outlined in the City's Community Participation Plan. The City held two <br />public meetings and two public hearings for community comments. In addition, the City published in the <br />local newspaper, City website, social media outlets and email blasts. <br />S.
