6.C. - Page 1 of 18 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: April 22, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Amendment No. 1 to Purchase Agreement with Graniterock Company for Aggregate Asphalt Materials <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 1 to the Purchase <br />Agreement with Graniterock Company to increase the agreement amount by $125,000, for a total <br />agreement amount of $250,000, including City Manager authority to extend the agreement for three <br />additional consecutive one-year terms for a total not -to -exceed contract amount of $1,077,531. <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />The Public Works Services Department (PWS) uses asphalt aggregate materials in the course of performing <br />roadway maintenance work in the City's right -of way. Roadway maintenance activities typically include <br />preventative maintenance work such as spot reconstruction and overlays, sidewalk ramping, and roadway <br />repairs such as patching and depression filling. Roadway repairs may also be needed after completion of <br />sewer and water line utility repairs that affect the right-of-way. <br />In the past PWS has typically outsourced much of their roadway maintenance activities to outside <br />contractors. However, in the last several months, the amount of maintenance work done in-house has <br />greatly increased. The work included a higher than usual number of repairs caused by water main break <br />occurrences, and there was an increase in work on ongoing utility trench repair and road resurfacing <br />projects. Staff plans to continue doing more in-house maintenance, as it allows for more flexibility in <br />scheduling work and ensures public safety in the right -of- way. <br />ANALYSIS <br />Due to the additional in-house roadway maintenance work, the original contract amount of $125,000 has <br />been reached.
