6.D. - Page 2 of 4 <br />However, after the staff performed the bid evaluation, the contractor and staff conducted value <br />engineering, and the contractor agreed to reduce their total bid price by $527,620 for a total price of <br />$2,036,687.00 as well as increased their scope of work by adding an additional 60 lineal feet of creek wall <br />and 30 lineal feet of concrete base slab removal and replacement. <br />ANALYSIS <br />On May 7, 2018, the City Council awarded the construction contract for the 2017-2018 Redwood Creek <br />Improvement Project (Jefferson Branch) to Disney Construction, Inc. of Burlingame in the amount of <br />$2,036,687.00. <br />The Project was constructed consistent with the scope of work contained within the contract agreement. <br />Approximately 537 lineal feet of existing concrete wall and 271 lineal feet of existing concrete base slab <br />was replaced. A new chain link fence (with gate) was installed on top of the new concrete wall. Restoration <br />of all private yards within the wall footprint was completed. Ninety-one lineal feet of damaged Portland <br />Cement concrete sidewalk was removed and replaced along Lexington Avenue, including the installation <br />of a new Americans with Disability Act (ADA) ramp. The project location map is in Attachment A. <br />Change orders were executed by City staff, as permitted by the construction agreement, including Change <br />Order No.1 which the City Council approved with initial contract award. The project has been completed <br />in accordance with the plans and specifications for a total cost of $2,058,417.00 which is 1.07% more than <br />the original contract amount. <br />FISCAL IMPACT <br />Funds for this specific project were approved and appropriated in the Fiscal Year 2017-2018 budget as <br />Capital Outlay Projects — Storm Drain Collection System Construction, Stormwater System Capacity <br />Assessment, and Stormwater Pump Station Rehabilitation. <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City determined that the 2017-2018 Redwood Creek Improvement <br />Project (Jefferson Branch) is an exempt project consistent with California Environmental Quality Act <br />(CEQA) Section 15302(Replacement or Reconstruction). A Notice of Exemption was filed with the office of <br />San Mateo County on May 15, 2018. <br />This project did not require a National Pollutant Discharge Elimination System (NPDES) General Permit for <br />storm water discharges associated with construction and land disturbance activities pursuant to <br />Attachment A.2 of Order No. R2-2015-0049, NPDES Permit No. CAS612008, which exempts projects to <br />update existing lines and facilities.
