6.G. - Page 1 of 13
/<ik
Redwood
CitylCallifornia
Faunded 1867
A,&/
DATE: April 22, 2019
SUBJECT
STAFF REPORT
To the Honorable Mayor and City Council
From the City Manager
Professional services agreement with Pyrospectaculars North, Inc. for 4th of July Fireworks production
RECOMMENDATION
By motion, approve and authorize City Manager to execute the professional services agreement with
Pyrospectaculars North, Inc., in an amount not to exceed $79,500 to produce the annual 4th of July Show
at the Port of Redwood City.
STRATEGIC INITIATIVE
Community Building and Communication
BACKGROUND
Since 1939, the Peninsula Celebration Association (PCA) has coordinated Redwood City's 4t" of July
Parade. For nearly 70 years, in addition to the Parade, PCA also hosted the annual Fireworks Show that
was originally launched over Bair Island off of Whipple Road and then moved to the Port of Redwood City
in the early 1990's. When the recession occurred in 2008, the PCA cancelled the Fireworks Show due to a
lack of funding. From 2008-2011 there was no Fireworks Show, and then in 2012, the City began receiving
an elevated number of requests from residents to bring back the Fireworks Show.
Since 2012, the Parks, Recreation and Community Services (PRCS) Department led an annual fundraising
effort and coordinated the return of the annual 4t" of July Fireworks Show at the Port of Redwood City.
ANALYSIS
The annual 41" of July Fireworks Show involves a large fundraising effort; contract negotiation with a State -
certified professional pyrotechnic company; securing the use of the Port property and coordinating
logistics with the Port; obtaining the proper insurance coverage for the City, the Port, and Portside
Investors (property management); Police and Fire Department personnel; fire safety inspections; traffic
control; and entertainment at the Port for the spectators.
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
77
