6.G. - Page 2 of 13 <br />For the past several years, the staging and launching of the fireworks has been held on Wharf #4 at the <br />Port. This past year due to the heavy volume of ships and the primary operation of the Port; as well as the <br />additional inspections and logistics required of the City's Fire Marshal because of the proximity to the <br />ships docked at the Port, City and Port staff agreed that it would be best to shoot the fireworks from a <br />barge in the center of the water channel located near the Port. This alleviates the issues with using Wharf <br />#4, including the elimination of additional fire inspections services on the Wharf. <br />A barge was often used by the PCA when they were responsible for the Fireworks Show. When the City <br />took over the Show, the Wharf was used as it eliminated the cost of securing a barge while still providing <br />a safe location to launch the fireworks. <br />The addition of the barge increases the cost of producing the Fireworks Show. Pyrospectaculars North, <br />Inc., will be responsible for securing and coordinating loading and unloading of the barge. <br />FISCAL IMPACT <br />The cost of the 20 minute annual 4th of July Firework Show (including the use of a barge) is $79,500. The <br />Parks, Recreation and Community Services (PRCS) Department raises funds to support the Show through <br />business sponsorships. Sponsorship dollars have been trending downward over the last couple of years <br />due to competing sponsor requests from the PRCS Department for Downtown Events and previously from <br />the City's 150th Anniversary. Efforts are currently underway to raise as much money as possible for this <br />year's Show. Funds not covering the expenses of the Show will then be taken from the PRCS Department's <br />budget, making this a General Fund expense. The $79,500 figure does not account for Fire and Police <br />personnel costs. <br />ENVIRONMENTAL REVIEW <br />As the lead agency, the City determined that the 4th of July Fireworks Show meets the California <br />Environmental Quality Act (CEQA) exemption criteria as set forth in CEQA Guidelines Section 15304(e) <br />(Minor Alterations to Land) because the fireworks display will have a negligible or no permanent effect on <br />the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />Not to approve the agreement. <br />ATTACHMENTS <br />Attachment A: Professional Services Agreement — Pyrospectaculars North, Inc. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />78 <br />
