6.H. - Page 1 of 10 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: April 22, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Formation of a Transportation Advisory Committee to Replace the Complete Streets Advisory Committee <br />RECOMMENDATION <br />Adopt a resolution approving the formation of a Transportation Advisory Committee to replace the <br />Complete Streets Advisory Committee and the Committee's mission, duties, structure, and membership. <br />STRATEGIC INITIATIVE <br />Transportation <br />BACKGROUND <br />Complete Streets are roadways designed and operated to enable safe, attractive, sustainable, <br />comfortable, and independent access and travel options for roadway users of all ages and abilities <br />including people who walk, ride bicycles, drive, and use transit. The California Complete Streets Act of <br />2008 required that California cities include complete streets policies in their General Plan circulation <br />elements as of January 1, 2011. Eligibility for some regional funding programs such as One Bay Area Grant <br />(OBAG) requires compliance with the Complete Streets Act. Metropolitan Transportation Commission <br />(MTC) Resolution 4108 requires cities to have a Bicycle Advisory Committee in order to be eligible for <br />Transportation Development Act Article 3 grant funds. <br />On January 26, 2015, the City Council adopted a resolution approving the formation of a two-year pilot <br />Complete Streets Advisory Committee (Committee). The resolution included the pilot mission, duties, <br />structure, and membership of the new Committee. Council also directed staff to begin the member <br />recruitment process for the pilot Committee. The inaugural Committee meeting was held on December <br />15, 2015. Initial member terms were scheduled to end on May 31, 2017, at the end of the Committee pilot <br />period. On February 27, 2017, the City Council adopted a resolution to extend the pilot committee to May <br />31, 2019, and to increase the committee membership from five to seven members. <br />Since its formation, the pilot Committee provided a venue for additional community input and discussion, <br />served as a conduit between the community and staff on transportation topics and provided staff with <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />90 <br />
